Statsbygg in proDataMarket project

Who we are?

Statsbygg is the Norwegian government’s key advisor in construction and property affairs, building commissioner, property manager and property developer. Statsbygg has 880 employees, around one half of them are personnel connected to our properties. The head office is situated in Oslo and there are regional offices in Oslo, Porsgrunn, Bergen, Trondheim and Tromsø.

What we do

Statsbygg is a public sector administration company responsible to the Ministry of Local Government and Modernisation (KMD), Statsbygg provides appropriate, functional premises to public sector enterprises, as well as realising prevailing sociopolitical objectives in relation to architecture, governmental planning interests, preservation of heritage sites and the environment.

Role in the proDataMarket project

Statsbygg participates in the proDataMarket project as a large industry partner and has the roles as domain expert, data and service provider. Our focus will be on adding values to the data market and service innovations. Below are the two business cases Statsbygg is going to realize in the project.


Business Case SoE: Statsbygg has been responsible for reporting real properties owned by the public sector in Norway. The current way to collect data is resource demanding and erroneous. The dataset involved includes themes like national cadastral data, universal design, cultural heritage data etc. The integrated open property data in proDataMarket is expected to significantly reduce the scope of data collection since only key information is needed to be collected and the rest of information like address, owner can be deducted. The target new service will assist and innovate the reporting process and also improve the data quality of the report.


Business Case RVAS: The risk and vulnerability analysis in the early planning process is one of the most important tasks for construction and rehabilitation projects. The analysis needs information like cadastral data, cultural values of a property, universal design status, and many other natural geographical and environmental data such as quick clay, soil contamination etc., which are spread in different sectors and data sources. Some of them are exposed as open map services and some are accessible via web applications. Currently GIS applications are normally used to support the cross-domain task by providing the map services as map layers for analysis. Integrating the different data sources in proDataMarket is expected to simplify the analysis and provide the possibility to innovate the Risk and Vulnerability Analysis Service.

Istat and Statistics in proDataMarket project

Istat, the Italian National Institute of Statistics is a public research organization and is the main producer of Official Statistics in Italy.  It  was created  in 1926 under the name of “Central Institute of Statistics”.  The idea was to have a single and independent body to produce social and economic data useful for citizens, policy makers and in general for the whole Country. With more than 2000 employees, one main office in Rome and 18 regional  offices,  Istat produces constantly high quality data about social and economic phenomena. Istat is also the main organization inside the National Statistical System, a national network that connects together Public Administrations, local and regional bodies, Chambers of Commerce and other local organization’s statistical departments.   Istat is also one of the members of the European Statistical Network, an international  Community lead by Eurostat that works not only to provide comparable statistics at the European level but also promoting common projects for data harmonization, data sharing and statistical data transmission.

What we do

Statistics  means “science of the state”. By means of statistics, governments all over the world measure economic and social development as well as citizens wellbeing: living conditions, health, work, education, environment, social relationships. All official statistics are produced using administrative archives, sample surveys and censuses. Census is the most important and complex survey carried out by Istat. The last population and housing census  was carried out in October 2011 involving more than 24 millions households and more than 14 million buildings.

Role in proDataMarket project

Istat not only produces statistics to support the government or local administrations for decision making processes, but also to provide high quality data for universities, researchers, professionals, journalists, businesses. The awareness about the value of data and about the opportunities that data can offer to citizens and in general to the market is the main reason for Istat to join and to support the proDataMarket project. In this project, the Istat role is not only as a data provider, but also to support the project for data quality production as well as for methodological aspects when data are used in the expected business cases. More precisely, Istat will support business cases related to real estate market. The goal is to make data more accurate and suitable to generate new services or to improve existing services built on data,  making in the same time this market more transparent and useful for citizens and businesses.


TRAGSA Group in proDataMarket project

The Tragsa Group forms part of the group of companies of the State-owned holding company Sociedad Estatal de Participaciones Industriales (SEPI).

It is incorporated by Empresa de Transformación Agraria, S.A. (Tragsa), the parent company founded in 1977 for the performance of rural development works and services, environmental conservation and emergency relief operations. Its first subsidiary Tecnologías y Servicios Agrarios, S.A (Tragsatec), which was established in 1990 for carrying out consulting and engineering projects, and Colonización y Transformación Agraria, S.A (CYTASA), incorporated in Paraguay in November 1978. Recently, in 2013, the company Tragsa Brasil Desarrollo de Proyectos Agrarios, LTDA was created.

Its 37 years of experience working for the public authorities to the service of society have placed this business group at the forefront of the different sectors in which it operates, from the provision of agricultural, forestry, livestock, and rural development services, to the conservation and protection of the environment.

The company’s broad national reach, which has branches in all the provinces of Spain’s 17 Autonomous Communities, allows it to respond independently, quickly and effectively to any urgent requirement of the central, regional or local government.

What we do

Its activity in the domestic market, which accounts for 96% of its volume of business, has been mainly focused in recent years on environmental activities (30%), rural infrastructure (17%), information technologies (15%) and irrigation, water management and technology and agro-processing facilities and rural equipment (13%).

Role in proDataMarket project

Due to the nature of TRAGSA as state owned company, one of company’s main commitments is not only keeping the information, but also returning them to its final owner (Public Administration) increased and improved. Furthermore, TRAGSA services must offer rural society growth opportunities and development choices. Therefore, proDataMarket, aligned with our strategic goals, also offers TRAGSA an opportunity of extending the knowledge of the company in Big Data and its reutilization. TRAGSA participates as ProDataMarket data supplier, providing the project with several data resources from Spain. The data sources are varied and related with several fields as cadastre, agricultural parcel, land cover, land use and environmental information among others.

TRAGSA, as business case provider in the project, will develop the CAPAS service which focus is to publish and integrate multi-sectorial data from several sources into an existing data-intensive service targeting better and fairer Common Agriculture Policy (CAP) funds assignments to farmers and land owners. The goal is to leverage the data integration facilities offered by proDataMarket, to better define the funds assignments.

EVRY participates in proDataMarket project

Role in the proDataMarket project

EVRY participates as a large industry partner in the project for proDataMarket. EVRY has a role as a service provider and business developer. The focus will be adding value to the data market, generate services and business opportunities.

EVRY’s core value “to the benefit of society” is a guiding light for our involvement in the proDataMarket project. We aim to be part of the digitalization of the building sector, and use technology to create cross-sectorial services and tools that can make use of property data in new and innovative ways.

One area is the neighbor notice part of the building process. Changes to a property will in many cases require owners of bordered properties to receive a notification of the planned work with detailed drawings and all necessary information. Such a notice will be supplemented by a mapping application that will show detailed plans directly on a map and also display the suggested changes, i.e. a garage or an outhouse, on top of a camera feed using augmented reality.

Addressing the high amount of costly subterranean infrastructure damages caused by excavation is another important aspect of this project. Such damages are often due to poor maps, lack of map usage, or lack of map availability. We aim to provide solutions and services that will hinder obstacles like this to ensure less damage and less time spent on looking for this kind of information. The target result is an augmented reality application that can provide authorized persons the ability to “see” what subterranean infrastructure is located at a given physical location. Identified stakeholders are entrepreneurs doing infrastructure installations or repairs, and local/central government keeping the overview of existing subterranean infrastructure.
